The National Citizen Register (NRC) is a registration booklet created by the Government of India, in which the names of legitimate citizens of India are written. It was specially designed for the residents of Assam.
What is National Citizenship Register (NRC)
It is a type of government document that mentions the names of all Indian citizens who are native to Assam. This can be considered as a means of ejecting the intruders who came to India illegally.

History of National Citizenship Register
It was constructed after the 1951 census. According to the data obtained after the census, details of all the persons were given in it. Only those who had taken refuge in Assam before the creation of Bangladesh i.e. before 25 March 1971, will be considered as part of India. The NRC was first formulated in 1951 to know the citizens, their homes and holdings. Demand to update NRC in the state has been raised since 1975 by All Assam Students Union.
The Assam Accord promised to remove names from the electoral rolls of Bangladeshi refugees entering the state at midnight on 24 March 1971, a day before Bangladeshi independence in 1985.
Assam has a population of about 33 million. It is the only state to have updated the NRC. In 2013, the NRC process started on a Supreme Court order.

Many difficulties arose during the implementation of the Assam Accord as it created large scale law problems. Even several people were killed during a mob attack in Barpeta on the Deputy Commissioner’s office.
A petition was filed in the Supreme Court in 2009 by an NGO called Assam Public Works seeking identification and deportation of illegal Bangladeshis in Assam. He also demanded his name to be removed from the voter list.
The National Citizenship Register (NRC) update (updation) is causing political havoc in the country. This NRC is being updated in Assam and the ruling NDA government is planning to update the NRC across the country.

It suddenly came to the headlines during the Parliamentary session on 20 November 2019 when Home Minister Amit Shah announced the expansion of NRC across the country.

Purpose of NRC update
The objective behind the NRC update is to identify illegal migrants who came to Assam from Bangladesh after 24 March 1971. It also aims to determine whether the citizens applying for their names in the NRC are genuine citizens of Assam. The basic criteria for identification is that the applicant’s family members names should be present in the voter list as of 24 March 1971 or in the NRC prepared in 1951.
How is NRC being updated ?
If anyone wants to see their name in the selected list of citizens of Assam, they have to submit a form before 25 March 1971 to prove their residence in the state along with the documents mentioned in List ‘A’.
If anyone claims that his ancestors are native to Assam, he has to submit a form along with any of the documents mentioned in List ‘B’.

The NRC was first introduced after the 1951 census of India. Assam was the first state to update this NRC, including the names of those whose names were successfully registered in the 1951 NRC. By midnight of 24 March 1971 were found in any voter list. The main objective of initiating and updating NRC in Assam was to identify illegal migrants in Assam who migrated from Bangladesh to Assam during 1971 war with Pakistan. This is a sensitive issue in Assam as there are complaints of large scale incursions from the eastern border that are eroding the Assamese culture and changing the demography of the region.

The basic objective of NRC update in Assam is to identify foreign nationals and Indian citizens.
All Assam Students Union and other citizens of Assam claim that Bangladeshi migrants have robbed them of their rights and are involved in criminal activities taking place in the state. Therefore these refugees should be deported to their country.
Final NRC list released
Assam final NRC list was released on 31 August 2019. 19,06,657 people were included in this list while 3.11 crore included it in the citizenship list. A total of 3.29 crore people applied for it.
Does exclusion from the list mean declaring foreign ?
No; Those who have been excluded from the list can apply to foreign tribunals which are quasi-judicial bodies under the 1964 Act. These people can appeal to these tribunals within 120 days of the release of the list.
If someone is declared as a foreigner in a foreign tribunal, he can approach the High Courts. If someone is declared a foreigner by the courts, he can be arrested at the detention center. Until July 2019; 1,17,164 persons have been declared foreigners, of whom 1,145 are in custody.
Therefore it was a complete statement on the National Register of Citizenship (NRC).
What is in NRC data ?
The government has spent around Rs 1,200 crore on the NRC process, 55000 government officials were involved and 64.4 million documents were scrutinized throughout the process.
Who is a citizen of Assam ?
People living in Assam before 25 March 1971 are considered citizens of Assam. People are required to submit any of the two documents issued for establishing a family residence before the cut-off date, which is sufficient to establish a relationship with their ancestor.
As far as I believe, the implementation of NRC across the country will help in combating terrorism. Often infiltrators carry out such incidents. Sometimes they enter the country only to carry out explosions etc., and have been living in our country secretly for many years in a fake name.
